1. Rural Administrative Roles:
- The Village Accountant, known by various titles like Karanam, Patwari, Talati, and Lekhpal across different states, plays a vital role in the rural governance structure of the Indian subcontinent.
- Originating during Sher Shah Suri’s rule in the 16th century, this administrative position underwent refinement under Akbar and persisted through the British Raj with specific adjustments.
2. Evolution of the Patwar System:
- The Patwar system, originating under Sher Shah Suri and further developed by Akbar, maintained its significance during the British colonial era.
- Under the East India Company and subsequent British crown, it manifested as the talati in regions like Gujarat, Maharashtra, and Karnataka.
3. Responsibilities of Talatis:
- Talatis, serving as village accountants, are instrumental in managing land and agricultural records, tax collection, and holding special jurisdiction in designated areas.
- Initially functioning as land-holding clerks, talatis evolved into government-appointed officials, replacing the role of the Kulkarni in Gujarat and Maharashtra.
4. Collaborative Revenue Collection:
- Individuals like Patils or Patels assist talatis in revenue collection, but alleged discrepancies in record accuracy are often attributed to oversight related to tribal customs.

- By 1814, treatise duties expanded to include the preservation of village records, monitoring daily activities, and compiling information about individuals.
- The 1882 Gazetteer of the Bombay Presidency notes that a talati oversaw eight to ten villages, reporting the needs of villagers to the sub-divisional manager.
6. Compensation and Challenges:
- Historically earning £12-£18 (Rs. 120–180), talatis resided in one of the villages, conducting monthly visits, but their salaries were recorded as low in August 1891.
- In 1884, Elphinstone observed that the Talati’s role in promoting government authority sometimes led to a reduction in the authority of the Patel, sparking negative reactions from village chiefs.
7. Involvement in Census and Land Records:
- Talatis participate in the collection of annual census data, often viewed negatively by village chiefs who see them as government representatives in the absence of a Kulkarni or standard.
- The use of diverse titles such as patwari, karanam, and kanakku Pillai across different regions highlights the rich diversity of this administrative role.
8. Maintenance of Land Records:
- The khewat number, linked to village land, undergoes changes with land transactions, while the Khatami number, an additional identifier, also undergoes modifications during land sales.
- Girdawary, the record of land cultivation, is the responsibility of talatis in Maharashtra, Gujarat, and Karnataka, as well as similar officials in various other Indian states.
9. Possession Claims and Land Cultivation:
- Non-owners cultivating land for extended periods may stake claims to possession, introducing complexity to the management of land records in diverse regions.
